On April 25, the Ministry of Commerce, together with the General Administration of Customs (GACC) and the State Administration of Market Regulation (SAMR), jointly issued the “Announcement No. 12 of 2020”, an emergency announcement to further control the export quality medical protective products.
From April 26th, the non-medical masks for export should also meet Chinese quality standards or foreign quality standards.
1. To strengthen the quality supervision of non-medical masks export:
As of April 26, non-medical masks for export should meet Chinese quality standards or foreign quality standards.
The Ministry of Commerce will confirm the name list of non-medical mask manufacturing enterprises that have obtained foreign standard certification or registration (updated in CCCMHPIE website www.cccmhpie.org.cn); the SAMR will public the list of unqualified non-medical mask products and related enterprises investigated and punished in the domestic market (updated in SAMR website www.samr.gov.cn); enterprises must submit the Joint Declaration of the Exporter & Importer (Joint Declaration, soft-copy or printed) for non-medical mask exporting (also for contracts before April 26).
2. To further regulate the export of medical products:
From April 26, enterprises certified or registered in the foreign standard must also submit the Export Declaration of Medical Suppliers (Export Declaration, soft-copy or printed) when exporting COVID-19 detection reagent, medical masks, medical gowns, respirators, and infrared thermometers. The products must meet the state or local quality standards of the importers. The customs will release the products according to the name list mentioned before.
